In his view the only matter requiring serious consideration was the question whether the North Point Quarry Bay Scheme (of which the first part, the quay wall under construction by Mr. Kwik Djoen-Eng, is already well advanced) should be completed.

In the first place he wished to make it clear that the Colony is profoundly dissatisfied with the Consulting Engineers, whose sele object appeared to be to secure a permanent professional connection with the development of Hong Kong Harbour for their ow profit. He considered that the fee charged by the Consulting Engineers for their previous reports was out of all reason. He had had the greatest difficulty in persuading the Legislative Council

to vote the amount which was finally settled, and he felt that the Council would not agree to vote any more money for fees for the Consulting Engineers.
